Tejada in the Mitchell report?

Columnist Randy Youngman, of the Orange county register, wrote that the Angels are still intersted in Tejada if they can't work out a deal for Miguel Cabrera even though there are whispers of Tejada's name coming up in the Mitchell investigation. If these whispers were to be true. Do the O's suffer much of a loss, if any at all, in Tejada's trade value?
This also makes me wonder what we people think about signing former roid/performance enhancer users. If you were a GM, would you sign an ex user?
