I'll kick it off....
The Seattle Times thinks the Mariners are the best shot to land Bedard:
Seattle appears to be the best fit of any club when it comes to the missing pieces the Orioles would want in a trade for the 28-year-old left-hander. A lot of what happens next may depend on exactly how many pieces the Mariners are willing to hand over for a pitcher attracting plenty of interest as the Johan Santana sweepstakes winds down.
Mariners general manager Bill Bavasi declined to comment on talks with the Orioles, but insiders indicate the squad would dearly love to land him. The Orioles are thought to be seeking center fielder Adam Jones, pitcher Brandon Morrow and another arm or bat.
Whether or not the Mariners included Jones in their first offer is not entirely clear. But Orioles president Andy MacPhail said Tuesday that the initial offers he'd received were too low.

i am not an "industry source"
truth is, MacPhail is a methodical worker, and i could see this Bedard thing hanging over the team until the trade deadline, then starting all over in the off-season. because, simply, there's no way in hell he's re-signing here.
as for Tejada, maybe we get renewed interest from the Angels or Dodgers if the Cabrera deal goes through. the Dodgers sound like they don't want to move Kershaw, so would you take Kemp and Broxton for Tejada? would they even back down and offer Ethier and Broxton? would you take that? without having a SS to come in? honestly, if they could coax Kemp and Hu i'd jump.

SI.com says you're right.
- That Bedard actually turned down a three-year offer. If this is true, then the Orioles are idiots. A three-year offer when you already control him for two? Kinda silly.
- The Dodgers reportedly have offered top outfield prospect Matt Kemp and superb reliever Jonathan Broxton, and if that's true, that deal should have been done yesterday. Kemp is a Dave Winfield in waiting, and Broxton is as talented as any reliever going. I disagree. We don't need relievers, no matter how talented, if we're building for 2009 and beyond. We need position players and starters.

If the O's are right to ask a lot for Bedard (and I agree) and Olney is correct that no team is likely to step up, then next year the O's may face what the Twins face now with Santana. If the Santana deals falter because the Twins won't decrease their asking price, is it less likely that Bedard is moved? I think MacPhail will hold onto him.
It reminds me of the Twain short story: "The 1,000,000 Pound Bank-Note". A mining clerk finds himself penniless in London and handed a 1,000,000 pound bank note that he can't unload. He remains destitute because the only thing he has is a million pound note that no one can or will honor.

Twain is one author that I've read as much as possible, but I've forgotten plenty. A talent poor franchise (the O's) with a (many) million dollar bargaining chip they can't (or won't) unload reminded me of that particular story.
