The Orioles are intent on making serious offers for Burnett as well as Teixeira. They possess geographic advantages with both players — Burnett lives in Monkton, Md., and Teixeira is from the Baltimore area — and they do not plan to irritate their restless fan base with token bids.
Still, it would be a major upset if the Orioles landed either player.

well
and they do not plan to irritate their restless fan base with token bids.
But they do plan to irritate their fan base by rebuilding one year and then sort of trying to compete the following year, but still doing just as poorly

The Orioles don’t have to rebuild without signing free agents. They aren’t the Oakland A’s. Mark Teixeira is not the sort of FA that comes along every off season, and if you sign him, that helps the rebuilding.
As for Burnett, they have to sign pitching. They HAVE to. I don’t see a problem with it.

and I'll admit I'm no big supporter of Burnett
But someone does have to pitch. We’ve got four open rotation spots, essentially. If you think four of Cabrera, Olson, Liz, Patton?, Penn, Baez, etc., are going to make up even a decent rotation, you’ve got a lot more faith than I do in those arms.

Agreed
I am very lukewarm on Burnett, mostly because he’s a health risk. But then again, he’s a pitcher…they’re all health risks, at least once they get to Baltimore. When it comes right down to it, it’s not my money, really. He’s better than anyone we have right now (Guts excepted), and I’d rather give him a ton of money than give slightly less money to Jon Garland, who’s still getting paid for one good year in Chicago and just gave up 237 hits in less than 200 innings.

It’ll make a crappy rotation. But who cares if we lose 65 games with these guys or win 69 games with Burnett. I would rather lose the 65 games, save money, and get the higher draft pick.

well I'd rather go 97-65 with these guys, too
But it ain’t happening.

Which is why we need the higher draft pick
and save money to sign draft picks who are looking for over the slot money (e.g., Arrieta). I’m not opposed to a big free agent signing. For example, I’m fine with Texiera given his age and the likelihood that he’ll age well. But Burnett is what 31, 32, he’ll be near the end of his contract pushing 34, 35 by the time the O’s are any good.

What are the Pads looking to get for him? We might need to dump some of our guys(minor league + roberts) for him
peavy makes me uneasy
he’s a bit of a health risk, and he’ll be leaving the worse league and the best pitcher’s park in the majors.
peavy...
has limited no trade protection. apparently, he’s not fond of the east coast.

he's not coming to Baltimore
It’s his choice and the East Coast (save for Atlanta, which he probably doesn’t consider “on the east coast”) ain’t for him.

Burnett
The only two years that Burnett has been “completely healthy” are the two years he has been eligible to hit the free agent market. Just saying….
Five years at 17 mill is a lot of risk just to have someone pitch….when your not ready to compete.
Why not throw out incentive based contracts to guys like: Pavano, Colon, Looper, Freddie Garcia, Pedro Martinez, B Penny, Mark Mulder?
Burnett just seems like a huge risk at this stage. If he blows up you basically shot a big wad and will limit yourself going forward. I would rather offer Tex a 7 year deal at 21.5 and see if that gets his attention.
