Question of the Day: With the surprising news of Juan Samuel's return to the fold as infield and third base coach, I knew there would be groans and rampant usage of the word "windmill" (Bonus Question of the Day: Are there any third base coaches not nicknamed "The Windmill"?), but it is obviously rather difficult to accurately assess his job performance. How do you all do it? -Andrew

Well even if it passed, i think it was still gonna be more symbolic than anything else

implementation would have been too hard, especially with AG saying the DoJ was still going to enforce federal law.

There’s nothing in the constitution that a state has to enforce a federal government prohibition.

Also, my brother out there voted against it. His reason? He is worried that big business will take marijuana from people like himself, who make money from the medical stuff.

The states don't need to enforce federal prohibitions because the feds will do it themselves.

If Prop 19 passed, it sounds like federal indictments would have been coming in anywhere they could get away with it to quash the marijuana uprising.

And initially there was a huge number of DEA on medical marijuana growers and dispensaries

it took a long time for them to back off, the medical marijuana proposition was passed 16 years ago and Holder was the first AG to officially say they would stop prosecuting.

you can’t tell whether those people arrested and plants confiscated were operating within the state laws.

And also saying that it was an issue under the previous administration so it would be an issue under the current one seems sort of silly.

maybe they’ll try for a couple years, but it’s not sustainable. It only took 14 years (CA passed the med mar. legislation in 1996, no?) for med to work. I don’t that’s a particularly long time in the history of marijuana laws.

I think the preemption argument is stronger than some people do

The federal government can’t force Calfornia to keep marijuana prohibitions on the books, but they can stop the next wave of regulations that govern the legal sale of marijuana.

But even if the preemption argument fails, federal law still applies and the feds can enforce marijuana prohibition in California themselves

and I agree that it doesn’t make sense to have a law that nobody enforces. Fix was just saying that the law doesn’t say the states have to enforce it. If the Feds want to enforce it that’s fine, but my guess is that they would determine their resources are better spent elsewhere.

It's complicated...

but even if the law was upheld after a challenge, the Feds could simply threaten to take away funding/aid that the state usually depends on to float its sizable anti-drug work.

I’d need to dig around this issue more, but I assume that if the initiative did pass the fact that Marijuana is still a Schedule I substance under the CSA would’ve given the Feds the ammo to argue that the law usurped federal law (not unlike SB1070).

Apparently, it was polling well but then Obama declared Federal Laws would still apply

and that killed its momentum. One of the Prop 19 leaders was on CNN last night and he said, “Prop 19 is a now a mainstream issue because of our efforts,” and rambled on about pot legalization gaining traction across the country. LOL, whatever you damn hippie.

It is really tough

I think in order to be able to properly evaluate, we would need a lot more than what is available to us right now. We could look at percentage of runners thrown out at the plate, but obviously not all of those are the third base coach’s fault. I think the only real way to evaluate would be to look at all the of the plays by video and determine individually what happened to get the runner thrown out.

My instinct says that he's not

While I certainly can’t name each individual instance, I can recall multiple instances where the second I saw him waving somebody home I felt ill knowing it was a horrible idea.

But I have no idea what he’s like compared to the average third base coach. I know everyone feels that way about their respective 3B coaches to some extent.

I do know that he named his son Sam Samuel, which just seems cruel.

which way does body weight adjust the number?

Yeah, it slows them down. But it also means they can Adam Dunn the catcher into the middle of next week. ( I guess that means we add an adjuster for temperment/greeny utilization too)

And we'd have to look at the situation...

if there are two outs, and Izturis is up next, I have no problems sending a runner if it’s going to be close at the plate and hope for a bad throw. If there are no outs and Luke up next, then I do have a problem.

A third base coach needs to know his runners’ abilities, the throwing abilities of every outfielder in the league, and needs to be able to assess the situation before the ball is hit to know whether its a smart baseball move to take a risk. Then he needs to be able to make a quick determination of the risk level depending on the actual events taking place. And he needs to command the respect of the players to not run through stop signs.

There are a lot of things that goes into each decision, and it is all way beyond me to determine whether someone is good at the job.

what we can look at

is how many outs were made on the basepaths and how many extra bases were taken. That’s information easily available. In fact, I’ve already got some of it!

The Orioles in 2010 (and I know Sammy wasn’t around for most of it) made an out on the basepath 2.75% of the time. That is, if a runner reached base, he had a 97.25% chance of not getting himself out (this doesn’t count caught stealing or pickoffs or force outs). This made us 3rd best in our division, with the Red Sox being the best (2.28%) and the Blue Jays being the worst (3%).

My real takeaway is that whoever it was was right, baserunning is very much a niche thing, costing maybe a win or so over the course of a season.

Well,

I just looked at SB% on his teams over the years, and he certainly didn’t work any magic with the Padres. And the Phillies had good SB% for three years before he got there — they improved a bit after he arrived, but from ~79% (2004 – 2006) to ~84% (2007 – 2010). So, who knows how much of it is actually true. I’ve upgraded my opinion about coaches. I was not familiar with Mr. Lopes previous to those links and comments, and that was the only reason why I asked why. He seems like a very astute dude, and I wonder why he wasn’t given such free reign in San Diego and Washington (where the stolen base numbers are…not good).

if we wanted them, I believe it a realistic possibility for the Orioles to sign any of the free agent first basemen except Adam Dunn (and I’ll add Paul Konerko to the pile, too, I guess), as well as non-Derek Jeter shortstops, and any non-Mariano Rivera closers.

That does not mean the Orioles would or should want any of those jerkfaces, but I can see all of them signing with the Orioles, and a part of that is the wide market for DHs/first basemen/closers means I don’t know who will be targeted by whom, and the bad shortstop class means they’d be foolish to turn down any team.

Not sure I’d really want any of the crummy SS options and many of the 1B options aren’t that great either. As for the “good” FAs, I’m not sure how many of them would really be looking at the Orioles.

You’re right….completely realistic, but I don’t think he was that great in the NL last year and don’t think he’ll be getting much better against AL pitching (especially that of the AL East).

well

his walk rate was level, his K-rate was up a bit but not excessively so, his defensive rep is still good, his batting average on balls in play hit a 5 year low despite the line drives being there, his power is down but he’s still a 20 home run guy…

I mean, he’s not a GREAT player, but he’s still pretty good and fits what the team is looking for, and is probably one of if not the best options on the free agent market (assuming he is not offered arbitration). At the very least, he’s way better than the other stopgaps we’ve been trotting out there.

It’ll just depend on what he’s offered. He’ll want what…2-3 maybe even more years? Hope its not a huge deal. I just think he’ll get way more than he’s worth, just like that beaver-esque thing we trotted out at first to start last season.

There are some “bounce back” candidates I like and I feel are realistic targets. But if you are talking about Matt Holliday caliber, I think the answer is no.
