Wrong Again Jon Heyman

The title of this Jon Heyman article is "MacPhail's Likely Departure a Blow to O's in More Ways Than One".  I find this confusing because I don't see what the potential downside is of MacPhail leaving.  I'm not saying this to pick on the poor guy, but the fact of the matter is that this will be the O's 4th straight 5th place finish.  What's going to happen if he leaves, they'll finish in 6th place?

For whatever reason the Orioles haven't been very good under his stewardship and don't show any signs of improving.  The article says that the Orioles are 5th in talent in their division and 5th in talent in their division in the majors and the minors.  That will probably stay the same irrespective of MacPhail's presence there, so what exactly is the loss from his departure?
