There was a lot of talk on the Twitter yesterday about this, and Melewski jumps in with some more details. I gotta say, the new plan seems weird. If a team doesn't sign one of its top ten picks they lose ALL of the money for that pick, but if they sign him at a discount they can use the money elsewhere?
